Hyderabad, August 24, 2026: The Telangana Human Rights Commission (TGHRC), headed by Hon’ble Chairperson Dr. Justice Shameem Akther, has called for urgent measures to ensure safe and basic infrastructure in Government Schools across Telangana.
The Commission passed its order in HRC No. 2638 of 2026 on August 3, 2026, taking suo motu cognizance of a report published in Sakshi Telugu Daily on July 3 regarding shortages of classrooms, toilets and other basic facilities in Government Schools.
Reports obtained from authorities in Adilabad, Jangaon, Nalgonda and Suryapet revealed continuing infrastructure deficiencies, including dilapidated classrooms, buildings requiring major and minor repairs and inadequate toilet facilities.
In Nalgonda’s Vootkur village, Nidamanur Mandal, students were reportedly temporarily attending classes under trees while damaged tin-roof classrooms were being repaired following heavy rains. The Commission also noted that earlier sanctioned construction had not materialised due to the non-availability of suitable land.
The TGHRC observed that inadequate school infrastructure directly affects the safety, health, dignity and educational environment of children. It noted that the Right to Education guaranteed under Article 21A of the Constitution necessarily includes a safe and conducive environment for students.
The Commission recommended that the Principal Secretary, School Education Department, obtain reports from all District Educational Officers across Telangana and take up the issue with the Chief Secretary.
It directed that prompt measures be taken to provide safe classrooms, functional toilets and other basic amenities, complete pending works and carry out necessary repairs.
The Principal Secretary has been directed to report compliance to the Commission within six months from the date of receipt of the order, as per Section 18(e) of the Protection of Human Rights Act, 1993.
With these recommendations and observations, the proceedings in HRC No. 2638 of 2026 were closed.
