Bhatti Vikramarka’s People-Centric Budget With Long-Term Vision

Telangana today presents a unique picture of economic strength and social commitment. At a time when many states are struggling to balance growth and welfare, Telangana has managed to move ahead with a growth rate that is about 2.7% higher than the national average. Even more significant is that the per capita income in the state is nearly 1.9 times higher than the national average. This clearly shows that the benefits of growth are reaching people at a better level compared to many other regions. However, this progress has not come without challenges. The state is operating under a deficit budget and carries a total debt of around ₹8.5 lakh crore. In such a situation, leadership and public trust become very important. It is worth remembering that about two years and four months ago, during a difficult political phase, Bhatti Vikramarka Mallu walked more than 1,300 kilometers in the peak summer, connecting directly with people through his padayatra. During that journey, he made promises that many dismissed as unrealistic at that time.

But people believed in the leadership of Revanth Reddy and Bhatti Vikramarka, and that trust has now turned into governance. Many of the promises-such as free bus travel for women, loan waivers for farmers, affordable LPG, housing for the poor, and expanded health coverage-have been implemented. Beyond this, the government has also introduced additional welfare measures like life insurance for families and accident insurance for employees, along with new investments in education through residential schools and technology centers. What stands out is not just welfare delivery, but also financial management. The government has taken steps to improve revenue, control spending, and stay within fiscal discipline limits. One of the most important decisions has been the restructuring of high-interest loans. Loans taken earlier at rates as high as 11% have been renegotiated to about 8.6%, reducing the burden significantly. This has led to savings of over ₹22,000 crore and eased repayment pressures for the coming years. At the same time, the state has been firm in raising its voice on financial fairness. Telangana currently receives only about ₹0.42 for every ₹1 it contributes to the Centre, which raises questions about equity. By engaging with the Finance Commission, the state has managed to slightly improve its share, which is a step in the right direction. Another area of improvement is the effective use of centrally sponsored schemes. Earlier, funds were underutilized, but now there is a clear effort to ensure that these resources are fully used for development. This has increased the inflow of central funds and strengthened the state’s financial position. The numbers reflect this progress clearly. Telangana’s GSDP is growing at 10.7%, higher than the national average of 8%. The state contributes around 5% to India’s GDP, making it a strong economic driver. Per capita income has also grown steadily, showing that individuals are benefiting from this development. Beyond numbers, there is also a clear long-term vision. Inspired by the ideas of A. P. J. Abdul Kalam, the state aims to grow into a $1 trillion economy by 2034 and a $3 trillion economy by 2047. This vision is not just about ambition, but about planning sector by sector to achieve sustainable growth. In many ways, Telangana’s journey reflects resilience. Despite debt, financial pressures, and structural challenges, the state has continued to move forward with a mix of welfare and economic discipline. It shows that development is not only about spending money, but also about managing it wisely and ensuring that it reaches the people who need it the most. If this balance continues, Telangana can truly become one of the leading examples of how a state can grow fast while still caring for its people.
